Co-ed Flag Football Rules
Version fall 2011
WAIVER OF LIABILITY
All participants must complete a waiver of liability form. All participants in the league assume the risk of injury. HYP, its volunteers, and employees shall not be liable for injury to person, loss or damage to personal property arising from, or in any way resulting from, participation in the league.
TEAMS
Rosters are final as of the close of registeration. Once registration is closed, no additional registrations will be accepted. The HYP Sports Committee may allow changes to a team roster if that team would otherwise not be able to field enough players each week due to injury, illness, players moving, or other special circumstances. The HYP Sports Committee may also choose to deny a team's request if the addition of a replacement player would significantly improve a team's level of play. A player must be on the roster and have signed a waiver form to play in the league.
HYP official game shirts must be worn by the players. If a player does not wear his official game shirt, HYP reserves the right to ask for identification of the individual and compare it to the official team roster. Only players on the official team roster who have signed a waiver may play.
Referees
Two Paid Referees will be used for all games.
LENGTH OF GAME AND TIMING
Official Time
The referee will keep the official clock. Playing time is 40 minutes. There will be two halves of 20 minutes and a 3-minute halftime. The clock will run continuously, except for the following reasons: team time out, official’s time out, player injury (10 seconds will run off the clock in the last minute of the game if the injured players is on the offensive team), and after the conversion attempt following a touchdown.
Last Minute of the First Half
The clock will stop when a player carries the ball out of bounds, incomplete passes, change of possession, after a touchdown, after the conversion attempt following a touchdown, team timeout, official’s timeout, and player injury. The clock will not run during the point of conversion.
Last Minute of the Game
The clock will stop for the 1-minute warning in the second half only. During that last minute, the clock will also stop for team timeout, official’s timeout, player injury (10 seconds will run off the clock if the injured players is on the offensive team), after a touchdown, after the conversion attempt following a touchdown, incomplete passes and change of possession. The clock will not run during the point of conversion. The clock will stop when a player carries the ball out of bounds. When the clock is stopped, it will restart upon the snap. Each team must restart play within 20 seconds from when the ball is spotted or receive a DELAY OF GAME penalty. If a touchdown is scored after time has run out on either the half or the game, the scoring team will still be allowed to make a conversion attempt.
Timeouts
Each team will receive 2 time outs per half. Each time out will last 1 minute. An injury on the offensive team in the last minute of the game will cost them 10 seconds from the clock. The referee will be responsible for keeping track of time outs. If a team calls for a timeout after they have expended their allowable 2 timeouts, the ref will inform the team they don’t have any timeouts. If the offensive team is unable to get a play off in time due to discussion of this point, a delay of game penalty will be assessed.
Overtime
During the regular season, there will be no overtime. Games may end in a tie.
THE GAME
Number of Players
The game will be played with 2 teams consisting of 8 players each. A minimum of 7 players needs to be present to avoid a forfeit. If a team cannot field at least 7 people within 5 minutes of the scheduled start time, the game will be forfeited. A team may start a game with 7 players and increase to 8 once an additional player arrives. A team may go down to 7 players due to injury and continue to play. If a team loses a player to ejection and there is no eligible substitute, the offending team will forfeit at that point.
Each team must have at least 3 female players on the field at all times. If a team is unable to field 3 female players, the team may still play without forfeiting the game by playing with 5 male and 2 female. However, if 3 female players are available, then 3 female players must be on the field at all times.
If a team cannot field 8 players, the team may add up to 2 registered 2010 HYP Flag Football players from other teams until the team has 8 players. If a team can field 8 players (i.e. 4 female players and 4 male players), the team may not add players. Teams may only add players during the regular season and may not add players during playoffs.
If a game begins with added players and the team’s eligible players eventually arrive, they must be inserted in the line-up immediately in favor of the added players.
Team Captains
Each team shall have one captain, or designated captain, who will be responsible for the team. The captains are the ONLY members of the team who may discuss call with the officials. Captains will make all team decisions, including making choices on penalty situations.
Initial Possession
Initial possession shall be determined by a coin toss or drawing numbers. The winning team will have the choice to receive the ball or let the other team start with the first possession. THERE ARE NO KICKOFFS.
On a field with a 60 yard field of play, all possession start at the 10 yard line in the offensive team's side of the field. On a field with a 80 yard field of play, all possession start at the 20 yard line in the offensive team's side fo the field. For the 2nd half, the teams will switch sides, and the team that did not receive the initial possession shall receive possession to begin the 2nd half.
Clothing
The flag belt must be worn at all times. The belt buckle must be in front – middle waist of the player. No part of the belt can be tucked into a player’s clothing. Flags should be worn on either hip. If the belt is not worn properly the offending team will be assessed a 10-yard penalty from the point the first opposing player attempted to grab the flag. All players must wear like-colored shirts tucked-in, and have no clothing which could impede the removal of the flag belt. Cleats may be worn, but no metal spikes are allowed. Flag belts will be provided by HYP. Stick-um and other substances similar in nature are illegal. Offending individuals will be penalized for unsportsmanlike behavior, and removed from the game until the substance has been removed.
Standings (subject to change depending on the number of teams)
To determine a team’s rank in the regular season standings, teams will be seeded in the following manner:
· Overall winning percentage
· Head-to-Head record
· Lowest total points allowed (a team that forfeits loses the game 0-15 for tiebreaker purposes)
· Least number of forfeits for the year
· Most points scored (a team that “wins” a forfeited game will receive 15 offensive points for tiebreaker purposes)
· Coin Toss
Teams forfeiting 3 or more games will be ineligible for the playoffs.
If more than 2 teams are tied, all tied teams will be ranked on based on the same tiebreaker. If the teams did not play one another in an even amount of games, “head-to-head” will be skipped.
CALLING OF GAMES AND MAKE-UP GAMES
Games will be played rain, shine, or snow. Games will only be called for lightening, driving rain, or excessively bad field conditions as determined by the HYP Sports Committee. If there are too many games to make-up, and other arrangements cannot be made by mutual agreement of the captains and the league, the games will be cancelled.
PLAYOFFS
Top 12 Teams in both the Fun League and Competitive Leagues will make the playoffs. The top 5 teams in each division will make playoffs and 2 additional wild card spots for a total of 12 teams. The top seed in each division will be the #1 and #2 seeds. The next best team in each division will be #3 and #4 seeds.
Playoffs will be held November 6 and November 13, pending rain delayed season.
Higher seed team will choose when to receive the ball or which endzone to defend at the beginning of the playoff game.
Rules for the playoffs will be the same as during the regular season, except games cannot end in a tie. If the score is tied at the end of regulation play, the game will go into overtime. A coin toss will determine who will have 1st choice. The higher seeded team will call the coin toss.The team winning the coin toss will choose one of the following: offense, defense, or goal to defend. The team losing the coin toss will make the remaining choices. Once a goal has been established for overtime play, we will not switch sides of the field for any reason. Each team will receive the ball on the 20-yard line, and they will have 4 plays to score. If they score, they will be allowed to attempt extra points. If the score is tied at the end of each possession, the process begins again with the team who chooses offense or defense 1st rotating with each new overtime session. The process will be repeated until the 3rd overtime (each team having already had 2 possessions); the ball will start at the 10 yard line with 1 play to score. Also, in this 3rd overtime all extra points will be from the 10 yard line for 2 points. If the score remains tied after 3 overtimes, all future overtimes will be played in the same fashion.
OFFENSE
1. All players must start play with flag belt properly worn. If a player is on the field without a set of flags, and the player without a set of flags recieves possession of the ball, the play is dead at the spot where the player gained possession of the ball. Refer to the section on penalties for more detail regarding the flag.
2. When a flag is pulled, the ball will be placed at that location, NOT the location of the ball. First downs and touchdowns are scored only when BOTH the ball and 1 flag of the flag carrier crosses the line.
3. The offensive team must start with at least 4 players on the line of scrimmage (anywhere across the entire width of the field). Once the center has placed his hands on the ball, no offensive player may enter the neutral zone. Violation will result in OFFSIDES.
4. Only 1 player may be in motion at the snap, and he/she may not be moving toward the line of scrimmage at the time of the snap. If the player is moving towards the line of scrimmage it is a 10 yard penalty, repeat the down.
5. The center must snap/toss/hand-off the ball to the quarterback. A male cannot quarterback two successive downs during a single possession. Refer to GENDER PENALTIES. A female is allowed to pitch or hand the ball to a male behind the line of scrimmage who can then pass it; however, in this situation, the defense is allowed to rush as soon as the ball is pitched or handed off. The male will not be able to advance past the line of scrimmage to avoid the rush.
6. Free kicks are not allowed.
7. There are no fumbles. If a ball is fumbled on an offensive play, defensive play after an interception, or punt—the fumbled ball is dead where it hits the ground.
8. A player is down if anything but a foot or a hand touches the ground.
RUNNING
10. The offensive team’s MALE PLAYERS cannot advance the ball by running across the line of scrimmage after the male players gains possession of the ball, by hand-off or lateral, behind the line. A male player may advance the ball across the line of scrimmage after recieving a forward pass. Only women may advance the ball beyond the line of scrimmage in any manner.
A male QB who receives the direct snap can advance the ball ONLY when the defense crosses the line of scrimmage with a blitz or rush. If the male quarterback hands or pitches the ball to another player and then receives the ball back while still behind the line of scrimmage, he cannot run, even if rushed. Female player may run at any time. If a male QB crosses the line of scrimmage without a defensive rush, there will be a 10-yard penalty from the line of scrimmage, repeat down. Refer to GENDER PENALTIES.
RECEIVING
11. All players are eligible to receive passes, including the quarterback once the ball has been snapped.
12. The receiving player must retain possession of the ball after his/her flag has been pulled or after contacting the ground for the pass to be ruled complete.
13. If a player is in the air, attempting to catch a ball, the player must contact the ground with at least 1 foot in-bounds with the ball in their possession prior to going out of bounds. If the receiver has possession of the ball and is knocked out of bounds by an opposing player before contacting the ground, the reception is ruled complete and the team with possession will receive the ball at the point where the flag of the receiving player went out of bounds.
14. If a pass is caught simultaneously by members of opposing teams, the ball is dead at that spot and possession is retained by the team that snapped the ball.
PASSING
15. All forward passes must be made from behind the line of scrimmage. A Forward Pass is illegal if:
a. The passer crosses the line of scrimmage before the ball leaves his/her hand.
b. There is more than one forward pass.
c. There is no receiver in the immediate vicinity.
16. A player may not intentionally throw a pass out of bounds or at the ground to conserve time or to avoid being downed. This will be penalized as an ILLEGAL PASS.
17. Laterals (pitching or passing the ball in a parallel or backward motion) are allowed. The defense is allowed to rush if a lateral is done behind the line of scrimmage.
PUNTING
18. On 4th down, the offensive team may elect to either punt or try for a first down or score. A team must announce their intention. Fake punts are not allowed. The defense may not rush a punt, and no offensive players are allowed to cross the line of scrimmage until the ball has been punted. Violation by either the offense or defense will result in an OFFSIDES penalty. A punt must occur within 5 seconds of snap of ball.
BLOCKING
(Recommended blocking positions)


19. The offense may have as many players blocking as desired. Hands must be kept within the width of the body. A player may not extend their arms or shove another player to block. No holding or grabbing of clothing is allowed. This will be penalized as HOLDING. Intentionally removing a defensive player’s flag will be penalized as OBSTRUCTING THE FLAG.
FIRST DOWNS
20(a). There will be 2 first down markers on the field, one at each 1/3 length of the field, on fields with 60 yard playing area.
20(b). There will be 3 first down markers on the field, one at each 1/4 length of the field, on fields with 80 yard playing area.
CONVERSIONS
21. After a touchdown, the team will attempt a conversion. The offensive team will have one play to move the ball into the end zone. One point will be awarded for scoring a conversion from the 5-yard line. Two points will be awarded for scoring a conversion from the 10-yard line. Either a man or a woman may quarterback on the conversion, regardless of who quarterbacked the previous play. If intercepted, the defending team may run the ball back for 2 points. There are no blitzes on a conversion attempt, however the defense may count to 3 and then rush the quarterback. Upon being rushed the quarterback can run the ball.
LAST MAN BACK - the last defensive player capable of making the play
22. If a touchdown or extra point was prevented by a player (i.e. the last defensive player capable of making the play) who deliberately tackled, held or pushed the ball carrier out of bounds, the officials have the authority to rule it as a completed TD or extra point. An unsportsmanlike penalty MAY also be called, which would be enforced on the next down.
SAFETY
23. If a player carries the ball across the goal line he/she is defending, and the ball becomes dead while in his/her team’s possession, it will be ruled a safety. The opposing team will receive 2 points, and will receive a kick-off. A safety will also be declared if the offensive team commits a penalty inside the end zone they are defending. EXCEPTION: If a player’s momentum carries him/her into the end zone and the ball is declared dead there, the possession is given to the player making the catch at the spot where the pass was intercepted or the kick was caught.
SCORING
Touchdown = 6 points
Conversions at the five yard line = 1 point
Conversions at the ten yard line = 2 points
Safety = 2 points
Conversion turnover resulting in a touchdown = 2 points
DEFENSE
1. Defensive players may line up anywhere beyond the line of scrimmage. They must be at least 1 yard off the ball. One referee will mark the line of scrimmage and the other referee will mark 1 yard mark. There are no restrictions on their movement as long as they remain outside of the neutral zone. A defensive player may enter the neutral zone as long as he/she is clearly outside of the neutral zone at the time of the snap, and does not contact an opposing player. Violation of this rule will result in an OFFSIDES or ENCROACHMENT penalty.
2. Defensive players may rush past the line of scrimmage after a 3-second count by the referee. Violation will result in an EARLY RUSH penalty. Once every 4 downs, the defense may blitz (cross the line of scrimmage) before the 3-second count. A first down resets this rule. The defense is also allowed to rush if the ball is pitched or handed off behind the line of scrimmage.
3. If a defense crosses the line of scrimmage more than once in a 4 down series, except in situations described above, the defense will receive a 5-yard penalty from the line of scrimmage and that down will be replayed. A first down, touchdown, or a change of possession resets this rule.
4. When rushing, hands must be kept within the width of the body. No holding or grabbing of clothing is allowed. This will be penalized as HOLDING. Intentionally removing an offensive player’s flag will be penalized as OBSTRUCTING THE FLAG.
5. A defensive player may not contact a member of the receiving team beyond the line of scrimmage unless the offensive player has touched the ball. If a defensive player comes into contact, or removes the flag of a receiver prior to that receiver touching the ball, it will be penalized as PASS INTERFERENCE.
6. Incidental contact is allowed, but will be determined by the referees. In an attempt to remove the flag belt from a runner, a defensive player may contact the body and shoulders (incidental only), but not the face, neck, or any part of the head of an opponent with their hands. A player may not hold, push, or knock down the runner in an attempt to remove the flag belt or break up a pass. Excessive contact will be penalized as Unsportsmanlike Conduct.
7. No player is allowed to strip the ball from an opposing player. This will be penalized as STRIPPING.
PENALTIES
All tackles, checking players out of bounds or to the ground and unsportsmanlike conduct will result in one warning. Second violations of this manner will result in immediate ejection from the game.
A penalty can only result in the scoring of points, if it is specifically stated in the penalty (i.e. last man back). If the offensive team commits a penalty inside the end zone they are defending it will be ruled a safety. If a penalty would result in the ball being moved inside the end zone, the ball will be moved only half the distance to the end zone unless the penalty specifically states otherwise (i.e. tackling).
CHUCKING THE RECEIVERS
No defensive player is permitted to chuck or check a receiver at the line of scrimmage. This will result in a 5-yard penalty from the line of scrimmage.
DELAY OF GAME
If a team does not restart play within 20 seconds from when the ball is spotted, it will be issued a delay of game and will result in a 10-yard penalty from the line of scrimmage.
When PUNTING, a punt must occur within 5 seconds of snap of ball.
EARLY RUSH
The defense may not cross the line of scrimmage after the ball has been snapped and before the 3-second count has been completed more than once in a series of 4 downs (unless there has been a first down, touchdown, or a change of possession). Violation will result in a 5-yard penalty from the line of scrimmage and repeat the down.
GENDER PENALTIES
All Gender Penalties will be penalized as a 10-yard penalty from the line of scrimmage and repeat the down unless otherwise noted.
1. QUARTERBACK: A female must quarterback every other play. If a team uses a male quarterback for two consecutive plays, the offensive team will be penalized.
2. MALE RUNNING: If a male runs the ball across the line of scrimmage, the offensive team will be penalized. The only exception is when the defensive team has crossed the line of scrimmage to chase a male quarterback (defined as the person to whom the ball is snapped). However, on a lateral or hand-off from a female quarterback to a male player behind the line of scrimmage, that male must throw the ball and cannot advance past the line of scrimmage, even when a rush is coming in.
GUARDING THE FLAG
If a player accidentally loses a flag during play, and that player comes into possession of the ball, that player is down at the point of possession of the ball unless the player is behind the line of scrimmage. In this case, the ball will be placed at the line of scrimmage.
If a player intentionally removes the flag of an opponent before that player comes into contact with the ball, the offending player’s team will be penalized 10 yards from the end of the play.
HOLDING
Offensive player - 10 yard penalty from the point of infraction or the line of scrimmage, whichever is greater; repeat down.
Defensive player – 10 yard penalty from the line of scrimmage; automatic 1st down.
ILLEGAL PASS
A player may not intentionally throw a pass out of bounds or at the ground to conserve time or to avoid being downed. The offensive team will be penalized 10 yards from the line of scrimmage and the loss of the down.
INADVERTENT WHISTLES
On occasion, an official may blow his/her whistle inadvertently, stopping play during a time when play should not normally be stopped. When an inadvertent whistle is sounded, the ball is declared dead and the following options are available.
(a) If a whistle is blown while a team has the ball, the team that has the ball may choose to put the ball in play at the spot of the whistle or replay the down.
(b) If a whistle is blown when the ball is loose from a backward pass, illegal kick or illegal forward pass, the team in possession may elect to put the ball in play where the possession was lost or replay the down. If a whistle is blown during a legal forward pass, punt or kick, the ball is replaced to the line of scrimmage and the down is replayed.
(c) If a foul occurs during any of the above downs, an accepted penalty shall be administered as in any other play situations. When the foul is accepted, disregard the inadvertent whistle.
OBSTRUCTION OF THE BALL CARRIER
A defensive player shall not hold the runner or receiver while attepting to remove the flag. This will be penalized 10 yards from the point of infraction.
OFFSIDES & ENCROACHMENT
Both off sides and encroachment will be penalized equally. If a player from the offense moves off sides, play will be stopped and the offensive team will be penalized. If a defensive player is off sides at the time of the snap, play will continue. The defense will be penalized after the play.
OFFENSIVE: 10 yards from the line of scrimmage, repeat the down.
DEFENSIVE: 10 yards from the line of scrimmage, repeat the down.
PASS INTERFERENCE
If a defending player contacts a receiver or removes the receiver’s flag before the receiver contacts the ball, it will be penalized as pass interference. The receiving team will receive the ball at the location of the penalty. No defensive player may engage any offensive player beyond five yards of the line of scrimmage. Also, inadvertent or incidental contact with a receiver will not be considered pass interference. Offensive pass interference may be called at any time after the ball is snapped. Any time the receiver pushes off a defender, it will be considered offensive pass interference.
Offensive Pass Interference – 10 yards from the line of scrimmage and the loss of down.
Defensive Pass Interference -- 10 yards from the line of scrimmage and automatic 1st down. Actions that constitute defensive pass interference include but are not limited to:
(a) Contact by a defender who is not playing the ball by not turning towards the line of scrimmage and/or raising both hands to restrict the receiver’s opportunity to make the catch.
(b) Playing through the back of a receiver in an attempt to make a play on the ball.
(c) Grabbing a receiver’s arm(s) in such a manner that restricts his opportunity to catch a pass.
(d) Extending an arm across the body of a receiver and making contact thus restricting his ability to catch a pass, regardless of whether the defender is playing the ball.
(e) Cutting off the path of a receiver by making contact with him without playing the ball.
(f) Hooking a receiver in an attempt to get to the ball in such a manner that it causes the receiver’s body to turn prior to the ball arriving.
PERSONAL FOUL
A personal foul will be called for acts of unnecessary roughness. A personal foul will result in the following penalties.
OFFENSIVE: 15 yards from the line of scrimmage and the loss of a down.
DEFENSIVE: 15 yards from the line of scrimmage and repeat the down.
The list of fouls which will be deemed a personal foul include, but are not limited to the following: punching, tripping, contacting an opponent on the ground, throwing an opponent to the ground, contacting an opponent before or after the ball is declared dead, unnecessary contact, and clipping.
STRIPPING
Stripping the ball from an opposing player will be penalized with a 10-yard penalty from the point of the infraction or the line of scrimmage, whichever is greater.
SUBSTITUTIONS
No substitute player may enter during a down. Between downs any number of eligible subs may replace players. All players must be within 10 yards of the huddle before every play. PENALTY: 10 yards from the line of scrimmage.
TACKLING
Tackling a player will result in a 15-yard penalty from the point of infraction – the tackle—and an automatic 1st down from the new line of scrimmage. If the additional penalty yardage would result in a TD, the ball will instead be placed on the one yard line and the offensive team will have an automatic 1st down.
UNSPORTSMANLIKE CONDUCT
Unsportsmanlike conduct will not be tolerated. Excessive swearing, fighting, arguing with the referee, and excessive or repeated personal fouls will be treated as unsportsmanlike conduct. Taunting of the other team will also not be condoned. For each instance of unsportsmanlike conduct, the team will be penalized 15 yards.
Offense – 15 yard penalty from the line of scrimmage
Defense - 15 yard penalty from the end of the play
At the referee’s discretion an individual cited for unsportsmanlike conduct can be ejected from the game. At the league’s discretion, a player may be further suspended or removed from the league for any unsportsmanlike conduct. No refunds will be provided.
CELEBRATIONS
Celebrations are fine but should not be excessive. While celebrations don’t have an assigned penalty, we hope everyone involve will act respectfully.

PROTESTS AND APPEALS
Should the team wish to protest a game, the captain must inform the referee and then follow this process:
The captain must submit a written letter to the HYP Sport League at sports@hyp.org within 24 hours of the game. It is the responsibility of the captain to ensure the letter has been received during the 24-hour period. The letter must include the following:
· Team Name
· Sport
· Captain's name
· Rule Protested
· Reason for Protest
· Desired Outcome
· Who did you protest to? (Referee name)
Decision: The HYP Sport League Committee will notify the team before the next scheduled game as to what decision has been made. This decision will be emailed to the captain registering the protest and any other team affected.
HYP Sportsmanship Policy
(a) Sportsmanship is the most important aspect of Harrisburg Young Professional Sports leagues. --- Unique to HYP is its goal is to create a fun atmosphere for all athletic levels and abilities. Part of the fun is healthy competition, however, HYP Sports will not sacrifice its unique goal of fun for all abilities to accommodate poor sportsmanship.
(b) If behavior is deemed violent, harassing and/or inappropriate, as witnessed by the referee, supervisor, or other third-party neutral, the following action will take effect:
(i) First infraction: Removed from the current game and a minimum 1 full game suspension, beginning with the next scheduled game. Upon review of the Sports Committee, the infraction may result in the possibility of eviction from the league dependent upon severity of incident.
(ii) Second infraction (within 1 calendar year of first infraction): Removed from the current game and a minimum additional 3 full game suspension, beginning with the next scheduled game. Upon review of the Sports Committee, the infraction may result in eviction from league dependent upon severity of incident.
(iii) Third Infraction (within 1 calendar year of the first infraction): Removed from the current game and a minimum suspension throughout the remainder of current season. Upon review of the Sports Committee, the infraction may result in an additional suspension for the entire next season with the possibility of eviction from league dependent upon severity of incident.
(c) No refunds will be issued for suspension from play.
(d) Upon infraction, the referee, supervisor, or other third-party neutral must give the name of the individual to the HYP Sports Committee, who will maintain the official list and issue official notification to suspended individuals.
(e) The HYP Sports Committee shall inform the Captain of the individual’s team, and the Captain shall enforce the suspension.
(f) Appeal. A decision of a referee or supervisor’s to remove a player from the current game or next scheduled game is not appealable. Suspensions, two games or longer in length, are appealable for a determination by the HYP Sports Committee. Appeals shall be submitted to sports@hyp.org within 10 days of the infraction
All decisions of the HYP Sport League Committee are final.
